Guest registration in Morocco: the complete guide for Airbnb hosts
Every Airbnb host in Morocco is legally required to file a guest registration form (locally known as the "fiche de police") for each booking. Here is how the law works, what data is mandatory, and how to automate the whole process in under 60 seconds per guest.
The problem: 15 minutes of paperwork for every guest
Manually collecting an ID copy over WhatsApp, retyping the data into a paper form, printing it, sending it to the authorities, and archiving it for a year — this whole process takes 10 to 15 minutes per arrival. For a host with 4 properties in high season, that's 6 hours of unpaid admin work every month.
- Asking guests for an ID photo via WhatsApp, then retyping the data by hand.
- Printing and scanning forms — often with back-and-forth when something is missing.
- Storing records for at least one year as required by Moroccan law.
- Repeating the process for every guest, sometimes multiple times per day in peak season.
- Risking fines or temporary administrative closure during a police inspection.
The Scale X solution: registration in under 60 seconds
Scale X turns the guest registration form into a smooth digital workflow. You send a single secure link via WhatsApp, the guest scans their ID with their phone, OCR fills in the form automatically, and the registration is signed and archived — with zero manual work on your side.
Legal framework: what Moroccan law requires
Guest registration in Morocco is rooted in Dahir n° 1-58-008 of 17 July 1958, completed by Decree n° 2-02-186 of 18 July 2002. Article 6 of this decree requires every operator of an accommodation establishment — whether a classified hotel, a guesthouse, a riad or a short-term rental apartment — to keep a register of accommodated persons and to communicate the corresponding information to the competent authorities.
Each form must include: full name, date and place of birth, nationality, ID type and number, profession, arrival and departure dates, and the guest's signature. For foreign guests, additional information (visa, previous destination, next destination) may be required depending on the local prefecture.
Failure to register guests is sanctioned. Inspections, historically rare, have multiplied since 2023 in tourist areas (Marrakech, Casablanca, Tangier, Agadir), in line with the professionalization of the short-term rental sector and the application of the 2022 joint circular Tourism-Interior on furnished tourist accommodation.
